Yes they wanted to remain neutral however the Germans invaded and installed a puppet government for the duration of their control. Holland was also involved in the war against Japan and was one of the first country's to inflict damage on Japanese shipping with their navy. The dutch may have thought that the Germans would leave them alone as they were the store house of Germany's war manufacturing industry after the Krupp works was broken up after WW1, they were wrong. and the war manufacturing machine that they protected during the interlude to WW2 ended up biting them in the bum.

Holland was neutral until invaded by Germany on May 10, 1940. Although Holland was swiftly occupied by the Germans, a Dutch government-in-exile was established in Great Britain, and Holland became an Allied country until the end of the war.
Rotterdam was the governing city of Holland (and I believe the entire Netherlands) during World War 2 and remains the Capitol today.
