"Black Ice" seems to have become a concept in California in the 1990s. In my youth the phenomenon, in Michigan, was called "ice."

Drivers were careful during those times ice occurred. These times were called "cold." Neglecting this care resulted in a car aimed in the wrong direction, at best, wrapped around a more immovable object at worst.

When people realized that care was not critical to standing in the community, the term "black ice" was coined as an acceptable alternative to "I'm an idiot."
