It may be important to note that it was not the current United States Congress that was responsible for declaring independence from Britain. During the time of the American Revolution the colonies were governed by a representative body known as the Continental Congress. It was this governmental body that adopted the "Declaration of Independence" on July 4th, 1776 formally/legally stating their desire for independence from Great Britain. This date is now celebrated in the United States as a national holiday known as "Independence Day".
