AnswerPrior to the Babylonian Exile, neither heaven nor hell was part of Jewish beliefs. Until then, Jews beleived that the dead went to sheol, a more or less dormant state without joy or punishment. The Jews quickly accepted the concept of heaven, but to a large extent, hell has remained outside mainstream Jewish belief. The New Testament attests that the early Christians believed in hell. So, from a Judeo-Christian perspective, hell seems to have become the punishment for sin no later than the first century CE.

However, the Zoroastrian religion, practised by the Persians during and before the Babylonian Exile, had, for many centuries, held beliefs in heaven and hell as the reward for good and punishment for sins, respectively..
