It's complicated.Two countries were not "created". The United Nations allowed for two states, a Jewish State and an Arab State to declare independence in Mandatory Palestine in 1947. The Jewish State jumped at the opportunity and declared independence as Israel in 1948. The Arab State did not declare independence until 1988 in exile (Tunisia) and this is Palestine.

Israel did not declare itself a Jewish state, it was created as a Jewish state. Nor does all the world accept multi-religions.

Israel got its independence from the British by forcing the British to depart the colony and getting permission to declare a state from UN Resolution 181. Its leaders issued a Declaration of Independence the morning after the last British soldier left. The Palestinians did not gain their independence from the British, since their desire for self-rule was supplanted by Israel and the other Arab States. However, Palestine became a new state from the Israelis in some of the Occupied Territories as a result of the Oslo Accords. However, the sovereignty and full-nature of that independence has not yet been realized.

The citizens and administration of Israel did, in 1948. United Nations Resolution 181 only provided permission for Israel to declare a state. As said above, it was the Israelis who actually did the Declaring.
