P plates were introduced in New South Wales (NSW) in 1998 as part of the state’s graduated licensing system. This system was designed to improve road safety by providing new drivers with a structured pathway to full licensure. The introduction of P plates allowed for specific restrictions on newly licensed drivers to help them gain experience while minimizing risks.
Yeah you can. Im not sure which rules you abide by (for instance in NSW l plates cant go above 80 kmph but in QLD L plates do the road limit). But if your moving to NSW you need to re-do the learners test and get a NSW learners Licence.

R plates are only used in Northern Ireland. In England, L plates must be used to indicate a learner driver is behind the wheel and P plates can be used for driver who have recently passed their test (P plates are not mandatory).
