No that isn't known except it is known that the Red Mighty Morphin Ranger is back in power as are the Zeo Rangers, Turbo Rangers, Space Rangers, Galaxy Rangers and Magna Defender, Lightspeed Rangers, Time Force Rangers, Wild Force Rangers, Ninja Storm's Blue Wind Ranger, Dino Thunder's Yellow Ranger, Space Patrol Delta, the Mystic Rangers, Operation Overdrive, Jungle Fury, RPM's Rangers and Samurai Rangers however based on Tommy Oliver not having any issues with his Green Ranger powers his powers do seem to be fully restored as do the rest of the Rangers that had damaged or drained powers.
The Zeo Powers were ultimately destroyed when the Machine Empire attacked the Power Chamber, leaving the Zeo Rangers without their powers. The Rangers eventually transitioned to a new set of powers in Power Rangers Turbo.

In "Time Force" - it's known that their Rangers are weak against regular villains, their powers are only meant to battle against mutants.
