When the British starting using the term to refer to the area claimed by the French. Before that it was just used to describe the city.

Today's Quebec is the result of them being part of the Canadian Confederation. Before Confederation they had lost New France and the French under British rule had only a small strip of land along the banks of the St Lawrence.
