George Calvart- he was appointed to that position by his brother who was lord baltimore.I believe George Calvart was the Lord Baltimore who founded the colony, but never actually stepped foot in it. His son Cecilius became the second Lord Baltimore, and had to stay in England to make sure the king continued supporting Maryland. Therefore, he sent his brother, Leonard Calvert to the colony. Leonard the became then first governor of Maryland.
