In the middle 1970's there was a Federal law that made it legal for 18 year olds to drink anywhere in the country. This law lasted for about two years and then it was discovered that the sudden increase in highway fatalities was directly attributable to 18-21 year old alchohol consumption. The law was repealed. I was legally able to drink in Texas in the 4 years I was in college there from 1976 to 1980. On September 1, 1981, the drinking age in Texas was raised from 18 to 19, with no "grandfather clause." In 1984, in compliance with a federal mandate, it was raised to 21.
Because before then you have no experience and drinking only makes it worse.

The minimum purchase and drinking age is a state law. Each individual U.S. state establishes by law the minimum age at which an individual may purchase alcoholic beverages. The U.S. Government passed the National Minimum Drinking Age Act on July 17, 1984. This did not change the drinking age. However, it forced the individual states to establish the minimum drinking age as 21 or lose 10% of their federal highway funding. The minimum drinking age became 21 in all 50 U.S. states by 1986.
