Interestingly, 19 states do not specifically prohibit drinking under the age of 21, only the purchase and public possession (with certain exceptions) of alcohol. Texas permits parents to serve their offspring alcohol under the age of 21, contrary to common belief.

Texas lowered the minimum drinking age from 21 to 18 in 1973, raised it from 18 to 19 in 1981, and raised it from 19 to 21 in 1986.

In the middle 1970's there was a Federal law that made it legal for 18 year olds to drink anywhere in the country. This law lasted for about two years and then it was discovered that the sudden increase in highway fatalities was directly attributable to 18-21 year old alchohol consumption. The law was repealed. I was legally able to drink in Texas in the 4 years I was in college there from 1976 to 1980. On September 1, 1981, the drinking age in Texas was raised from 18 to 19, with no "grandfather clause." In 1984, in compliance with a federal mandate, it was raised to 21.
