USA prepared for Total War a little while after WWI began. America knew that if their allies were to waver, they would need to be sent in to help, so the Americans remained neutral while preparing for a war just in case it was to come to them being involved.
You did not say which war (we have had several) but I cannot recall that the US was EVER prepared for a war that we got in to- we have had to play catch up a lot.

There are several disadvantages to the US entering World War II. The most serious concerns were that there would be many casualties and that the economic cost of the war would be enormous.
