It would depend on which "Greatest Hits" you are referring to. A lot of record labels have issued several compilation albums on Ray through the years. Typically, though, since you brought up LP they usually but not always have a higher value because they're not in abundance anymore and in some cases are sought after as "collector's items" even if the value of the LP isn't worth much to the general public. Most often, LP's and 45 RPM singles have value among those who collect/trade/sell them. To those who really aren't into vinyl and turntables, etc etc, they won't hold any value on a vinyl album. Ray's most popular "Greatest Hits" LP was issued in 1987 on the MCA label. That particular collection is certified Platinum for sales of one million copies sold. A lot of that million is from the sales of the CD re-issue in the late '80s as well as the cassette copies that were available back then as vinyl albums were rapidly declining in favor of the cassette and CD. So, I would say that because the 1987 hits album is his most commercially successful when it comes to "Greatest Hits" releases the LP version would have more value on it than an obscure hits album would...even though obscure albums have value on the obscure factor...but in the mainstream the more popular the LP the more valuable it is years later.

Yes he did. It is available on the LP Wayne Newton's Greatest Hits, Volume 2, which is available on eBay from time to time. Unfortunately I have never been able to find the tune on CD.
Marching in Time is not an official LP, it's a bootleg print of songs people have found online.
