Even today, some people still rely on hunting and gathering. Hunting and gathering didn't "start," there was no means of survival before hunting and gathering.
Trained elephants were used to hunt tigers because the elephants transported the hunters, gave the hunters protection from the tigers due to their height and allowed the hunters a safer, clearer shot at the tigers. A trained elephant was also a symbol of prestige to the owner.
Bounty hunters first get payed by the people who wants the tiger's goods to sell it at high price then the bounty hunters start hunting tigers so the bounty hunters and the seller is responsible for hunting tigers
The difference between hunting deer and hunting elephants is overall 1) elephants are poached more and there are fewer of them 2) elephants are a keystone species and thus are more important to their own ecosystem then deer; meaning that if their population decreases it will create a greater impact than a decrease in deer population. There are also other reason like for instance they are two different species, but basically that's it.
