Oceans are big and people have always felt that the old adage "Out of sight - out of mind" works. For centuries folks have dumped trash into the sea - the pictures of the New York trash barges are famous. Ships have dumped oil ballast. Was have sunk countless tankers during wartime and boaters toss plastic bottles overboard. Whalers used to process whales for their blubber at sea an release the stripped carcass after harvesting the desirable parts.
