The Prohibitation Started On The 16th Of January 1919
The prohibition on wearing leather shoes on Yom Kippur began 3300 years ago. It is part of the original tradition, the Oral Torah which was handed down together with the written Torah. It is recorded in the Talmud (Yoma 76a). Sephardic Jews are certainly aware of this and follow the law in this regard in the same manner as Ashkenazim.
