1916, During World War I.
The goal of implementing a year-long daylight savings time during the oil embargo was to conserve energy. By extending daylight hours in the evenings, it was thought that less artificial lighting would be needed, resulting in reduced energy consumption. This was seen as a way to alleviate the impact of the oil shortage during the embargo.
In "Daylight Saving Time," "Daylight Saving" is being used as an adjective - as in time that is saving daylight. "Daylight Savings" would be a noun itself, and makes little sense applied as an adjective in this context. Many people use the word savings, not knowing the correct way to say it. Edit; "Daylight Saving" time.
Clocks are moved forward for daylight savings so that people can enjoy the nicer summer weather. It really isn't a change in the sun or Earth, but just a way for everyone to get up earlier in the summer so that they have a longer time before the sun goes down. The length of daylight in the summer is also longer of course, but that is related to the tilt of the Earth's axis and not related to daylight savings.
Although many credit Englishman William Willet with inventing daylight savings time, it was first proposed by the New Zealand entomologist George Vernon Hudson.Germany, its World War I allies, and their occupied zones were the first European nations to use Daylight Savings Time, starting April 30, 1916, as a way to conserve coal during wartime.
Daylights saving time was started to give us an extra hour of daylight in winter when the sun goes down earlier. More daylight leads to a more productive economy, and also keeps people from being depressed during the winter months.
Daylight Savings Time was designed to "capture" early morning hours of daylight by moving them into the work day and afternoon. In this way, people on a fixed hourly schedule would not have to adjust their work times to take advantage of an earlier sunrise. It is done automatically by adding an hour when the local sunrise is between 6 and 6:30 AM.

Well that was yesterday, 7th April and by the way it's called Daylight Savings
Right now, it's 2 hours. (Daylight savings time changes that because AZ doesn't ever change time.) I live in the midwest. My daughter lives in Tucson, where it's an hour earlier than me. My sister lives in Florida, where it's an hour later.

Mine has always changed automatically. I've never had to change the time on my cell phone. I believe that most are this way.

It is correctly written this way: Daylight Saving Time. By the way, almost everyone spells Saving wrong by putting an 's' at the end.
In 1918 the U.S. congress passed the "An Act to preserve daylight and provide standard time for the United States" Act adopting Daylight Saving Time. This act also was responsible for the creation of standard time zones. This was proposed as a way to save energy during WWI. Many people were not in favor of this change and it was repealed the following year.
Daylight savings time was first observed in Germany during World War I. It began on the last Sunday of April 1916 11:00 PM central European Time. The clocks were set back on the first Sunday in October at 1:00 AM Central European Savings Time.In 1917 and 1918 the rules were slightly different occurring at 2:00 and 3:00 AM on the third Mondays of April and September respectively. The practice was discontinued until WWII when it was reestablished. [de.wikibedia.org]
