Blackpool, being a city, has all the issues that other cities have. Because much of Blackpool's economy is based on tourism, when tourism slows, so does the economy, creating pockets of deprivation.
Blackpool Tower was built as a Tourist Attraction and a Landmark.
New job opportunities for locals, better infrastructure, domestic economy will be increased, income from tourism may help pay for management/conservation... (they're a few) :-)

IN 1951 Blackpool was at its peak (Consolidation) now however it is in stagnation which means that it has less people visiting because it became cheap and not very impresive if you when there.
