This is a well-debated question, and there is no certain answer yet. Many scientists believe that the first water came to Earth in its primitive stages. They think that meteors brought molecules of hydrogen and oxygen in the form of ice. Then, as the Earth heated, this turned to steam, and went through the first hydrological cycle. Later, as the earth's surface cooled and the atmosphere cleared up the steam changed to its liquid form.
