Yom Kippur is mandated in the Torah, in Leviticus 23:27, Leviticus 23:26–32, and Numbers 29:7–11. These define it as a day of atonement and fasting, when no work is to be performed. They also outline a strange sacrificial ritual involving two goats, one chosen by lot to be sacrificed while the other is sent into the wilderness as a 'scapegoat' (This is the origin of that term). Unfortunately, the Torah's outline of the ritual and rules does not explain the meaning. The best theory I have heard is that it was originally a rite of purification in preparation for the festival of Succot, the feast of booths. The Talmud and non Jews such as Pliny the Younger both report that Succot was, in the days when the Temple stood in Jerusalem, the most incredible thing, with ceremonies so impressive that they attracted tourists from around the known world as well as Jewish pilgrims. After the destruction of the Temple by the Romans in the year 70, the theory suggests that Succot became a more modest festival and Yom Kippur had to stand on its own. (This theory is due to the late Charles Vernoff, a delightful Orthodox theologian.)
