It depends on how you look at it. We signed the Declaration of Independence on July 4, 1776, but Washington took office as the first President in 1789. Officially, I would count from Washington forward, but most people use July 4th as the starting point.

Jefferson was a brilliant writer and highly educated individual; therefore his writing and use of words was very purposeful. A review of the Declaration would indicate that in the first sentence of the final paragraph, Jefferson writes, "the Representatives of the united States" the lower case "u" in united was not a type-o or writing error but instead was used to explain that the Colonies were united in their declaration. At the time, the states acted independently of each other, they were not governed by a "Central" or "Federal Government" and the declaration did not create a central government. The Colonies were therefore not yet the United States.

The correct answer to this question is in 1789 when the individual states signed off on the Constitution and agreed to be governed by a Central/Federal Government.
