they come right after you get ending A and to get ending A you have to complete all cases then talk to Isabella two hours before the helicopter arrives the go to the heliport wait an hour then you should get ending A.

When you're down to 2 hours, go see Isabela. Talk to her, and the special forces will clear out of the mall. Then make it to the heli pad
