If a filter is provided and no excess of food given then you should be fine doing a monthly water change. Small enclosure with no filter would require much more frequent changes. A small vase or bowl should be done weekly or bi-weekly in the minimum. If you wait till there are health issues with the fish then you will be fighting an up hill battle. Preventive care can be the easiest, cheapest and most efficient care to give.
