First you have to have already defeated the elite four. Then a cave will opened where raquaza is.
Fly to pacifidlog town and surf to the right and go up along the rocks until there is a space in the rocks. Go through the path while Surfing until you reach a cave. Go into the cave and enter the building as you walk in. You are now in sky pillar and you MUST have a MACH BIKE to get to raquaza. Get to the top of Sky Pillar and you will find Raquaza at level 70. It is the strongest and hardest pokemon to catch in pokemon ruby. Good luck!
