No. Usually when you get Frostbite, your skin have a waxy pallor, looks white and is hard to the touch.
When your skin swells, feels tingly and gets red, it is the second stage of frostnip, which is like a less severe version of frostbite. Soak the affected area in lukewarm water (not hot, lukewarm, to avoid burning the skin) or you can blow on it, or hold it under your armpits where its warm. Don't rub it. If left untreated, frostnip can develope into frostbite. Just let the tissue thaw under lukewarm water and you should be okay.
Sorry, to expand on what I've already posted, your skin can get red around the edges of the frostbite areas. Like if your fingers get white from frostbite, the areas around it can get red.
