Once you have beaten the elite 4 and have gained the national pokedex or somthing then oyu go to sangem town/city and surf on the water to the south of the town. When you get to land its only a short trip east to the main building at the end. Once tou migrate for the first time you are then able tofly there. Hope i helped!
