In a general sense, a "reverend" or minister is not required, in any legal sense, to register.

In a more more specific sense, a minister may be required to register to perform marrage ceremonies in particualr counties (USA), though this is rare. They may be required to register with a hospital as a visitor, etc.

"Reverend" is an adjective and a title, usually denoting a minister (in the religious sense). It is more proper to refer to them as a minister or cleric (singular of "clergy").
