Select an officer, and look at him twice. If he is in a different place
the second time you look at him, compared to the first time, then
he is moving relative to you.
Note that whether or not the officer you select is moving, that doesn't
tell you anything about the other officers. Each of the others may or
may not also be moving, and you must study each one individually to
determine that one's state of motion.
Some do, some don't. Most of the officers I know do not support it.
I know that cranes are birds but I do not know that they are slow moving.
If you see anything that appears to be moving, then you know that relative to that thing, you're moving. That's the best and only thing you can do, because there is no such thing as 'really' moving ... only moving relative to something.
When there is a moving violation, it is usually the police officers discretion whether to issue a citation.

Depends - some may be trained to however it is not required when entering the police force. Usually when there is an accident, medics respond as well as police officers.
When you need to know the officers of a corporation, company, etc. first ascertain whether the company, bank, etc. is publicly owned. If it is the google for it's annual report. There you will find the officers.
