It's a phrase used to describe something that is easily accomplished. Taking candy from a baby would presumably be very easy, as babies are weak and don't fight back.

For example, if someone were walking down the street in front of you, and, like an idiot, they had their wallet hanging out their back pocket, and some money fell out of it. Instead of telling them, you just take the money. It's like taking candy from a baby: supremely easy.
