You have to beat the Elite Four first. Then, Prof. Elm should give you the S.S Ticket to go to Vermillion. Go to Fuschia City and look for the Copycat's House. She'll say she lost her Doll. Go back to Vermillion City and enter the Fan Club to get the Doll. Give back the doll to the Copycat and she'll give a the train pass to access the Magnet Train. You will have to fix the Power Plant before the Magnet Train is accessible.
