In judo or any other martial art for that matter, velocity plays an important role. In order to strike something or throwing someone in judo your movements require huge velocity or say momentum.
We know that, momentum = mass * velocity OR p = mv
Now your mass is constant, so you should increase the velocity by huge factors in order to gain enough momentum to complete a movement or a throw in judo.
Another example can be seen in case of a karateka breaking piles of marble through a punch or kick. His super fast hand or leg movement allows him to easily break the pile through huge momentum. Martial artists are able to perform such acts by regular and tough training which not only makes them faster but also trains their muscles to sustain the force put on them because of such movements.
When someone tries to rob you, you're allowed to use the judo. When someone tries to assault you, you tell them to stop. If they try again, you warn them about what you're gonna do if they don't stop. If they try a third time, you use the judo. If you don't know how the art of self defense works, you can watch videos and you can take martial art lessons like judo or karate. But you're only allowed to use it when someone tries to attack you.
