Nope, it's only an expansion pack for multiplayer.
The SCAR L comes with the map pack called Close Quarters. I believe it is the second unlock that you can get. If you want to get the SCAR L you would have to purchase Close Quarters.
Battlefield 3 Premium includes everything that the regular edition comes with and some expansions. The expansions are Back to Karkand, Close Quarters, Armored Kill, Aftermath, and End Game. These expansions include weapons, assignments, maps, dog tags, etc.

Millions. :P It has already come out, and millions have bought the game, along with hundreds and thousands purchasing the expansion packs Close Quarters, and Armoured Kill. And thousands have bought Premium.
The new game modes for Battlefield 3 Close Quarters are Team Deathmatch C, Gun Master, and Conquest C. These new modes were made due to the much smaller maps and space. Team Deatmatch C is the same as TDM just adapted more for the close quarters. Conquest C is also adapted to the much less space. Gun master is a totally new mode where players get to cycle through weapons after they get a certain amount of kills. This mode lets you "master" different weapons that come with the game.
There are a total of 60 assignments in Battlefield 3. Some of the assignments are only inculded in the more recent map packs like Close Quarters and Armored Kill. There are 10 assignments in each map pack I believe.
Battlefield 3 is not rated 'Teen' in the United States.
Playing assault in close quarters with the defibrillator can often help you rack up points quickly. You get as many points for reviving as you do for getting a kill. Give it a try.
Three or four this summer, then in fall, few more in winter, and finally four more in Spring. They will be part of the DLCs "Close Quarters", "Armoured Kill", "Aftermath" and "Endgame".
There are many reasons to say that it is good and to say that it is bad. For example, I may think that since it has big maps with air, land, and water vehicles it is a great game. You may like much smaller maps with no vehicles. Battlefield 3 does have a bunch of close quarters maps for those people who like smaller maps now with the release of Close Quarters though. Battlefield 3 tries to be as realistic as possible, whereas you may like unrealistic games. It is all a matter of opinion.
