It would be OK for an 11 year old to wear high heels at a wedding... But, make sure the heel isn't too high( 2" or less) and make sure they aren't too skinny either, thicker heels are much more comfortable and are more appropriate for an 11 year old than a stiletto heel.
if they have hyperflexible knees, high heels are either really good or really bad, cause on one hand, they stop the feet rolling in, but on the other, they could hurt their ankles. so flats are probably a good option, or low heels/wedges.
