They never want to eat every again. You can only give so many Poke-blocks to them. If they let you give unlimited food to your Pokemon, then you Pokemon would be a master at all types of contest. So if you want that Pokemon to me a Master contest winner, plan what kind of blocks you want to give it.

Okay so in order to evolve this is the way to do it: After getting feebas you need to get a ganlon berry but you can't get it in emerald.. So where is it? You can get one from pokemon colosseum or pokemon xd gale of darkness if you purchase it with your pokecoupons at the mt battle exchange. Then trade a pokemon holding the berry to emerald and now.. Plant it! When it grows you can pick 2 ganlon berries do this again and again and again until you have at least 10. Now go to lilycove city and enter the contest hall now go to the people near the berry blender and join them blend your ganlon berries and then feed them to your feebas once its completely full (you will see a bunch of stars appear around the feebas when its full) level it up and it will become a milotic.
If an item is at 999x, purchasing that item again, getting it from a Pokemon, or finding it on the ground will not go in the bag. It would just let you know that you have too many of that specific item and you will need to use it or dispose at least one. Your bag, itself, can never get full, which is a great feature unlike in Pokemon Sapphire, Ruby, and Emerald and other previous games.
As to my knowledge in Pokemon Diamond and Pearl there are no "hungry" Pokemon. they are like eating machines and never stop eating. the only games that feature this "full'' false reality is in all the Pokemon Mystery Dungeon Games.
