Typically the law itself will specify the date that it becomes effective. And notice that in the US it must be a future date and cannot be retroactive.
A new law is only effective after it is signed by the governor or President. Otherwise the law will not go into effect.

Laws take effect once signed by the President or the governor of a state, if its a state law. The language of the statute may provide an effective date sometime in the future when the law begins to operate. Failing that, if the law does not specify some future date when its terms become operative, then its the law of the land as soon as signed.

Strictly speaking, whenever specified in the law that just got passed. Sometimes, it's right away, but most of the time, it's in on some future date.

In Tennessee, and I think as well as a lot of other states, it's usually July 1 of that year.
