A puppy already has teeth. But they do chew on things to make their teeth stronger. This is called teething. You can start to feed a puppy dry food whenever you want, just make sure the food is tiny and not to big so they could choke.
If the puppy is 4 weeks old or older soak some dry puppy food in water loosen up with a fork and he/she should eat it and about 2 week all teeth in they should eat the food dry good.

Only when weaning it from its mother, then soak puppy food in hot water to get soft, allow it to cool before feeding it to the puppy. It should be mushy not watery, then go on to dry food when it has all its teeth, wet food does not keep teeth healthy and causes bad breath.
By 3 to 4 weeks you can start soaking puppy food in warm water fluffing with a fork by 5 to 6 weeks they should have teeth to eat dry food.
Depends on the age of the puppy. If the puppy is under 6 weeks of age then wetting the food may be necessary. If the puppy is over 8 weeks of age then wetting the food shouldn't be necessary but may be needed during the puppy's teething stage depending on the number of teeth lost. If the puppy looses quite a few baby teeth near the same period of time. Then wetting the puppy's food to soften it will help ensure that the puppy is able to eat their food properly until the new teeth have come in.
