There's no exact time when bullying starts or stops - it either happens or it doesn't.

Bullying often starts when you draw the attention of a bully. There is something about you that they notice that draws them to you.

Bullying often stops when either the bully matures, befriends the victim, moves away, gets a long-term illness, or finds another victim. It may also stop when the victim moves away or stands up to the bully.
