They're are no specific levels that Chansey evolves into Blissey. Chansey evolves by becoming happy. You can make Chansey happy by feeding it vitamins such as Hp up, Protein, etc. You can also walk around with it in your party. Every certain amount of steps (around 240 steps) gains 1 happiness but if it's holding a soothe bell than it will gain 2 happiness instead! Catching it in a luxury ball will also make it very, very, very happy! Also in Veilstone city (in Pokemon diamond, pearl, and platinum) you may get massages in the house closest to the Veilstone Gym. give it a exp. share to level it up even when other pokemon battle in order to make it happy. They're are also ways to anger your Pokemon too, such as feeding it poffins that it doesn't like or letting it constantly faint in battles. It will also get angered by having a condition like poison or paralyzation.
