when 30mA or so passes thru something that is necessary to maintain life

30 mA is more current than your nerves can generate so it will mask all your programmed activities.

if your are standing on damp ground and touch 110V hot wire with your hand you can stop your heart and your lungs.

if you pass your hand thru a 200amp arc you will probably loose the use of your hand maybe even permanently but not be killed

AC or DC can cause electrocution, if the voltage is high enough.

Passing current, either 50/60 cycles a second, or straight DC, will cause muscles to contract. Your heart is a muscle and it will upset or stop the rhythm.

The brain also requires electricity to function, so causing current to flow through the brain can damage cells or stop the signals to vital functions.

Because DC flows in one direction, an affected muscle will stay energized. This has the tendency of your hand to stay grasped onto a conductor, making it hard to let go.

AC on the other hand will cause a spasm, more likely to throw you off and removing you from the circuit. (Do not rely on this phenomena to save you, there are many other factors.)

The electric chair, for executions, uses AC. This was part of the electricity arguments between Westinghouse and Edison. Edison wanted DC current for domestic use and claimed that Westinghouse's, favourite, AC, was more dangerous. To prove a point he and Harold P Brown chose AC for the chair to show how lethal it was.

What is the time factor in electrocution?

There is no "time factor" in electrocution. If any electrical current passes through you then you have been subjected to electrocution. If you are asking about exicution by electrocution, that is different for each person. Most electric chair sentences are "...until dead".
