Bella happened across Laurent while he was hunting and couldn't stop from killing Bella himself (regaurdless of how it would have angered Victoria) until he is distracted by the Wolves that come out to Bella's aid and chase him off and kill him. Which in turn has her create the New born army to go after Bella to keep everyone busy, and hopefully gaurentee Bella's death.
