There's no need to attempt to make a clear nail polish when there are so many you can buy. Just go to the store and buy a clear nail polish, or something like base coat or top coat.
top coat and base coat are basically the same just the top coat is shinier so it should be OK.

The answer is, "it depends." A clear coat that doesn't contain UV inhibitors--a chemical that will stop black light from passing through it--won't affect the way black light nail polish works. If you've got UV inhibitors in your clear coat, the polish won't work at all. yes, you apply the cuticle oil on your cuticles, (and push them back) and then apply the polish, so that way you can coat the whole nail with polish and not just part of the nail (the bottom of the nail will be covered by your cuticles if they're not pushed back and you don't want that) :)
