Noon = 12 o'clock in the daytime. The "noon hour" is from 12 to 1 PM.
You could define "noon" in two ways:
1. Exactly at 12:00 in the daytime. Not a second before, and not a second after. Not even a millisecond before or after. This has no start and end per say because you can always measure time in smaller and smaller increments. Think of it more as a marker in time that is crossed.
2. The general time of day that is around midday or lunch. This also has no real start or end, but is more of a term used to refer to a section of the day that will blend into another. For instance, nobody can really state when noon stops and the afternoon begins. Or when morning stops and noon begins. It is merely an informal term.
