Well you have to beat him in the 7th town the gold town where Sabrina lives. He is in the big building alongside with his crew. You need to get to the top lvl and defeat Gary and after you must defeat the gym leader. The leader of the company gives you a Pokemon for the reward.
And after you have defeated him he will return to his gym in the 2nd citiy!
