I wouldn't expect it for a while. JK Rowling still hasn't even confirmed that she's writing this. I do know that she said something along the lines that if she writes it, she's not going to rush it because there's no point in doing it unless its amazing.
So, that in mind, I wouldn't expect the HP encyclopedia for a while.
