The Jewish Sabbath starts Friday night at sundown and continues until Saturday night at nightfall, approximately 72 minutes after sunset. Customarily, on Friday night the woman of the house lights candles and everyone recites prayers over the food, the wine, and the candles. Saturday night marks the conclusion of the Sabbath with another religious ceremony.
It begins on the 25th of Kislev in the Jewish calendar, and can end on either the 2nd or 3rd of Tevet. The Hebrew calendar is subject to changes to accommodate leap years (by adding a month, I Adar), and adjusting the date of the New Year, Rosh Hashanah. In some years, Kislev will have twenty-nine days instead of thirty.
In a thirty-day Kislev, Hanukkah ends on the 2nd of Tevet. In a twenty-nine day Kislev, it will end on the 3rd of Tevet.
5772 AM (which began with Rosh Hashanah on 28 September 2011 and will end on 16 September 2012) is a kesidran year, or "regular year," so Hanukkah ends on 2 Tevet (28 December, 2011). 5773 AM (beginning 16 September 2012 after sunset) is a chaser year, or "short year," so Hanukkah will end on 3 Tevet (16 December, 2012).

It is an expression where you are wishing your fellow Jew a peacful sabbath before the start of the sabbath. Wishing someone to have a peaceful and observant sabbath is the ritual.
