On April 6, 1917 (during World War I) the United States Congress declared war upon the German Empire. In December of 1941 (during World War II), it was actually Germany and its Axis partners who declared war on the United States. This was after the bombing of Pearl Harbor and the subsequent declaration of war upon Japan by the United States.
