Traditionally, it's during the reception, usually as the first toast of the event.
The first toast is usually delivered by the father of the bride followed by the groom then completed by the best man.
However it is becoming more commonplace for the bride, the bridesmaid and sometimes the mother of the bride to say a few words also.
If you're going to be the Best Man and give the Best Man's speech, give one that sounds as if you DO agree with the wedding. If you can't do that, ask the groom to find another Best Man. Don't ruin your friend's wedding.
Speeches are done during the reception. Usually parents speak first, best man, then maid of honor. A wedding planning or wedding etiquette book will give the order of speeches and toasts.
Typically, it's after dinner is served, but before the first dance. If you're looking for help developing the perfect wedding speech, check out http://www.weddingspeechhelp.net

Mansome - 2012 Perfect Best Man Speech 1-41 was released on: USA: 18 September 2012
The tradition of the best man giving a speech at weddings dates back to ancient times when the best man's role was to ensure the bride's safety and help the groom during the wedding ceremony. Over time, this role evolved to include giving a speech to honor the couple and offer well wishes for their future together.
The best man does not "have" to read any cards during his speech. He might want to have a card with an brief outline of what he will talk about. The best way is to rehearse it enough so that you don't need anything to read. http://www.bachelor-party-answers.com/free-best-man-speeches.html
Free speech is a human right. The best man gave a speech at the wedding.
Wisdom makes a Man a better living person and widom makes a Man a wise person..Gets??
His speech 'YES WE CAN' best illistrates Diligance and hard work. Also it shows not to give up entirely in a tight situation.
I don't think there's a rule who should or shouldn't :) but if your best man or bride's maid feel good why NoT say a few words of praise and raise a toast. The Minister can be also available if he got a drink in one hand. Parents and siblings are always welcome and they can make it nice but too many speeches may spoil the party. Parents give speeches, friends give speeches. Anyone can give a speech. BUT the maid of honor, the best man and usually the father of the bride give speeches almost 99% of the time. So if you're one of those, then you should be prepared to give one. They're not hard to do. I've included some links below in the resources section if you're having trouble writing your own speech.
