I don't think there's a rule who should or shouldn't :) but if your best man or bride's maid feel good why NoT say a few words of praise and raise a toast. The Minister can be also available if he got a drink in one hand. Parents and siblings are always welcome and they can make it nice but too many speeches may spoil the party.
Parents give speeches, friends give speeches. Anyone can give a speech.
BUT the maid of honor, the best man and usually the father of the bride give speeches almost 99% of the time.
So if you're one of those, then you should be prepared to give one. They're not hard to do.
