It is called Year One. There are no specifics as to where in the state it is filming.
It is the same as one being given a holiday on the 1st of January each year. Chinese new year is a new year based on traditional Chinese calender instead of the modern internationally used calendar, therefore explaining the difference in dates. Hence, it is very natural for people to get a holiday to welcome the Chinese's new year.
It starts in the middle of the pacific so New Zealand and Australia are the first countries to experience the new year with the west coast if America and Alaska being the last places to expiremce it.
Well, my best assumption is: that term is used as a symbol of new beginnings. For example, people set goals during the new year;"beginnings" of something(s). When an infant is born, it signifies a new "beginning," hence the start of a new year. Basically, because of babies being the start of something, the term "Baby New Year" is used quite commonly.
