Blizzard has not posted a date for release yet, but the game is in good development rate since production began before wrath was released. This means that it will probably be out by November 2010.

The one thing you have to remember about Blizzard Entertainment: They will never ever ever give much of a warning of when an expansion or patch will be released.
For patches they usually put them on the PTR (public test realm), but for something as world changing as an expansion, they do a closed beta. Closed beta's are by invite only, and you have to opt-in just to get a chance at an invitation.
Now, having said that, they have not started sending out he Beta key's (invitations) yet, so it will be a while. November 2010 is a good estimate but just to be safe, people are saying Mid-Late 2010.
The release date is yet to be announced by Blizzard.

Sometime in the latter part of 2010 is one of the latest estimates, but Blizzard never gives release dates until just before an expansion/patch is ready to be released. The beta hasn't even been released so it will be a while.
