Evee must be evolved first in order to recieve the eggs these will hatch into Evee so don't worry when you evolve your Evee.

If your Eevee is female, simply leave it in the care of the Daycare Couple on Route 34 with another Pokemon in the Ground Egg Group that is male (or a ditto if your Eevee is male). It is here they will breed. Run or ride your bike close by until the Old Man calls you and hands you an egg. Take your Pokemon out of the daycare (or leave them if you want more eggs), and continue to run/ride around. Eventually your egg(s) will hatch into level 1 Eevee.
